Highroad Consulting releases new rail fuel impact study.
Chicago - May 27, 2009 - Highroad Consulting, Ltd has released a new update to the firm's 2003 Rail Fuel Impact Study. The 2009 Rail Fuel Impact Study. It is a 36-page report that includes detailed analysis along with some recommendations on remaining issues to be addressed.
In 2003 HIGHROAD Consulting, Ltd published a white paper on the railroad fuel surcharges. The study revealed that railroad fuel surcharges assessed at that time were not supported by changes in the costs as reported by the railroads to the governing agencies. The study was featured in an article in Traffic World magazine. Subsequently, the Surface Transportation Board responded to shipper complaints and conducted a hearing on rail fuel surcharges. In March 2007, the railroads announced their new mileage-based fuel surcharge program, which apply on shipments of regulated commodities and shipment types.
"The new study includes comparisons of all of the cost factors and amounts over-recovered or under-recovered by the Class I railroads for regulated traffic and for shipments that are exempt from regulation," said Highroad's President, Sandra Dearden. "Even though the price of fuel has declined, over-recovery continues especially on the exempt traffic and there are some unfair practices that should be addressed".
